General Description: The installation of this patch fixes incorrect Max Available on 'ALL' versions.

Detailed Description: 
Max available only aggregates the max available when there is usage causing it to show incorrect
value in reports in all versions. This issue is caused by licpoll client reporting two different
logs for the same product but one of them only contains missing feature records. This behavior has
an unexpected effect on the 'all' versions. This patch modifies total usage datatypes, and excludes
‘missing feature’ records when processing so that max available has accurate values.

Affected datatypes: 
 - Total license queued
 - Total license use v2
 - Olap total use
 - Total license use appversion ( for version 6.4.x only )
