This patch fixes:
- the need to restart LM server due to vcredist installation.
- inability of Flexconfigcollector to get lmutil from lmgrd path.

openit_flexconfigcollector is updated and statically linked so that it will no longer require
vcredist on runtime.

This patch fixes:

- Open iT Autocollector's failure to parse option file path that contains space from the license
file
- Open iT Autocollector's failure to have a fallback when WMIC throw "Invalid XML Content"
- Open iT Autocollector's proper handling of hostname in configuration for Schlumberger products

openit_flexconfigcollector.exe and flexconfigcollector.mess are updated

This patch updates openit_flexconfigcollector.exe to fix the issue on autocollector that fails to
find the relative paths like /flex/bin/lmgrd -c ./licenses/license.dat -l ./debug.dir.log of license
files and debug logs.

General Description:
Fix for autocollector incapable of detecting lmgrd.exe in upper case

Detailed Description:
Autocollector is unable to detect LMGRD.exe (in all caps). The binary involved is
openit_flexconfigcollector.exe. Installation of this patch will enable the autocollector to detect
the lmgrd.exe regardless of its letter case.
