General Description:
This patch includes the fix for messagecentral unable to properly trigger UsInt pop up.

Detailed Description:
If LO Client connects to a Unix Core Server, the UsInt pop up doesn't appear during optimization.
This is caused by the incorrect timeout that is included in the message sent by LO client to the
Unix MessageCentral.
When this message is sent to MessageCentral, it interprets the timeout as "expired" and does not
relay a message to UsInt to pop up.
This patch fixes that issue.

NOTE:
This only occurs on a Windows client connected to a Unix Core Server.
Please install Patch 1377 on the client side when testing this patch so LO and UsInt will produce
correct timeout values.
