Description

General Description: Revert to using pagination on Complete selection classification values.
Optimized the loading of features in Access Control and Complete Selection if not an admin user.

Detailed Description:
This patch fixes the issues caused by the implementation of the paged classification values list. A
fix was added previously but the feature classification values were not hidden even though they were
selected to be hidden. The installation of this patch will solve the hanging when loading features,
and the endless hiding and unhiding of products and features in Access Control. This will also solve
the slow loading and filtering of hidden products and features in Complete Selection if the user is
not an admin.
